European Defence Fund calls and consortia explained

The European Defence Fund (EDF) is the EU programme that funds collaborative defence research and development, with a budget of about 7.95 billion euro for 2021 to 2027. Projects are run by consortia of at least three entities from three EU member states or associated countries, selected through yearly calls for proposals.

European Defence Fund calls and consortia explained

How the European Defence Fund works

Budget and split

The fund holds about 7.95 billion euro in current prices for 2021 to 2027. Roughly a third goes to research actions, which can be funded up to 100 percent of eligible costs, and two thirds to development actions such as design, prototypes, testing and qualification, which are co-financed with the member states.

Calls

The European Commission adopts a work programme each year with call topics across air, land, naval, space, cyber, medical, energy and disruptive technologies. Proposals are submitted through the EU Funding and Tenders portal and evaluated by independent experts.

The consortium rule

A proposal needs at least three eligible legal entities established in at least three different member states or associated countries (Norway is associated), not controlled by the same entity. Entities and their executive management must be in the EU or an associated country and not controlled by non-associated third countries unless guarantees are approved.

Room for SMEs

Calls reward the cross-border participation of small and mid-sized enterprises, and some topics are reserved for SMEs and research organisations. Being the specialist supplier in a consortium led by a prime is the most common route in.

How consortia form and who wins

Winning consortia are usually built around a system integrator, such as a prime or a large national champion, which brings in specialist SMEs, research institutes and partners from other countries to meet the three-country rule and to cover the technology. Consortia often start forming months before a call opens, when the work programme is published.

Prior participation matters: the same companies appear in many projects because they already know each other and the evaluation process. A newcomer improves its chances by approaching the likely coordinators early with a clear capability and a named contribution. Our article on European Defence Fund calls covers the timeline, and the defence contractors directory shows who works with whom.

The fund sits alongside other EU instruments. The SAFE regulation, adopted in 2025, lends member states up to 150 billion euro for joint procurement of defence products, and those purchases appear as tenders from national ministries. You can follow them on the EU defence tenders page.

Questions about the European Defence Fund

Who can apply for European Defence Fund money?
Companies, research organisations and public bodies established in an EU member state or an associated country, in consortia of at least three entities from three countries, with management and control in the EU or the associated country.
Is the EDF a tender?
No. It is a grant programme with calls for proposals. The money funds research and development, not the purchase of equipment by armed forces.
How big are the projects?
From a few million euro for research topics to well over 100 million euro for large development actions. The call text gives an indicative budget per topic.
Can UK or US companies take part?
As a rule, no. Entities controlled from outside the EU and associated countries can only take part under strict conditions with guarantees approved by their host member state.
Where are the results published?
The Commission publishes the selected projects and their consortia after each call. We use those results to show which companies work together.
