How United Kingdom buys defence
How the MOD buys
Since 24 February 2025 UK public procurement runs under the Procurement Act 2023, which includes a regime for defence and security contracts. Notices above the thresholds appear on Find a Tender; lower value opportunities and awards also appear on Contracts Finder. DE&S runs most equipment and support procurement, DIO runs the estate and Dstl buys research.
What a supplier needs
Suppliers register on the central digital platform behind Find a Tender. Many MOD contracts require Cyber Essentials or a higher cyber risk profile under DEFSTAN 05-138, and classified work needs facility security clearance. DE&S also uses frameworks, so being on the right framework often matters more than answering a single tender.
Where to start
Pipeline and preliminary market engagement notices under the Procurement Act give months of notice before a tender. Large programmes are run by primes such as BAE Systems, Babcock, Leonardo UK, MBDA UK, QinetiQ and Thales UK, which buy from UK SMEs through their own supplier portals.
