How United States buys defence
How DoD buys
The Department of Defense buys through contracting offices in each military department and in defence agencies such as the Defense Logistics Agency and the Missile Defense Agency. Most purchases follow the Federal Acquisition Regulation and its defence supplement (DFARS). Opportunities above the micro-purchase level are posted on SAM.gov, and awards are reported to the federal award database within days.
What a supplier needs
To be paid on a prime contract a company registers in SAM.gov and receives a Unique Entity ID and a CAGE code. Contracts that handle controlled unclassified information require cybersecurity under DFARS 252.204-7012 and, as it is phased in, CMMC certification. Many first DoD contracts come as subcontracts from primes rather than as direct awards.
Where the money goes
In our data the largest DoD awards go to aircraft, shipbuilding and missile primes, while the Defense Logistics Agency issues the largest number of awards for spare parts, fuel, food and clothing. Smaller suppliers usually enter through DLA purchase orders, small business set-asides or subcontracts on major programmes.
